Five years ago, the wiretapping of GBI Agent Vickey Horton Tapley was shrugged off in Vidalia as a random case of small-town politics. But a Morning News investigation raises questions about whether the eavesdropping was part of a plan to cover up possible drug use by a city official and a suspicious death that some fear was murder.
