Via Kelly Smith’s LibGuide – U.S. Government Information: Shutdown – “In the event of a government shutdown due to a lapse in appropriations, agency contingency plans will indicate which of the agency’s activities will continue and which will cease, which staff will be furloughed and which are “excepted” from furlough, and other details.
Unlike in previous years, the Office of Management and Budget (OMB) is not maintaining a list of agency contingency plans. Instead, the OMB websitenotes that plans “are hosted solely on each agency’s website.”
The list below is adapted from the Biden administration’s OMB website, which I had been updating during that administration and have updated again in September 2025. I have linked to the most recent plan I could locate for each agency, which in some cases is available only via the Internet Archive.
Those that have been published during the current administration are notated with a 2025 date in parentheses. I would caution that plans, especially those not on a live agency website and from the current administration, may not reflect the actual/current operating plans for the agency. This is an evolving situation and additional new plans may be published.
