A new study has also found Australian chief executives saw less need for change than other employees.

• While the Hayne royal commission cast a spotlight on leadership problems in the financial services sector, the report commissioned by the Australian Human Resources Institute (AHRI) found cultural issues were common across a number of industries including education and training, health care, professional services and government.

  And the problems normally started at the top.

  "Despite the wake-up call delivered by the Hayne royal commission, it is alarming to see a clear disconnect still remains across Australian businesses between the chief executive's impression of company culture and what is being felt at the frontline," AHRI chief executive Lyn Goodear said.
