Rarely a day passes without us being told that terrorism has evolved from a tactical nuisance to a strategic threat. The attacks carried out by Al Qaeda on 11 September 2001 and throughout the previous decade represented a decisive escalation in the scale and intensity of violence used against civilian targets.
